ABSTRACT

The author aims at showing that local and regional self-governments, including municipal self-governments, in Slovakia significantly helped the state to face the Covid-19 pandemic, with a particular emphasis on the first pandemic phase. However, due to some national measures taken during the pandemic they were challenged by multiple and volatile problems. These circumstances have aroused the interest of decision-makers in the reform of public administration. Paradoxically, the reform efforts are better understood by representatives of local and regional self-governments, and the aforementioned interest in public administration reform has already been weakened by mentioned decision-makers. The analysis of the assumptions of the postulated reform is important because its implementation would fall in the post-pandemic period and would be an impetus for the effective and efficient recovery of self-governments of cities and rural municipalities as well as their ability to deliver public tasks and services in an efficient way. While implementing the aim of the chapter, not only were legal acts were taken into account but the author also analyzed the reports referring to the actions of local and regional self-governments in Slovakia in the face of the Covid-19 pandemic in the context of the overall reform of public administration.
