ABSTRACT
Metropolises are central to addressing pressing global challenges such as poverty, social disparities, environmental degradation, and lifestyle diseases. Also transnational municipal networks (TMN) have recently gained prominence as they facilitate collaboration and knowledge sharing among cities across borders. This chapter delves into their engagement, as represented by the Eurocities network, in the transition toward a sustainable, low-emission economy, especially within the context of the European Green Deal, treated as an instrument to fight the Covid-19 crisis. This comprehensive analysis explores the Eurocities’ positions on multilevel governance and investigates the specific proposals put forth by the association in response to the emerging EU regulations in the face of the Covid-19 pandemic. The author's attention is focused on the activities of Eurocities members from the Visegrád Group countries. Employing an exploratory case study methodology, the chapter utilizes content analysis of Eurocities’ policy papers and related materials. The findings expose Eurocities’, including V4 cities’, advocacy for a more prominent role for cities in the formulation of European green policies in the conditions of the destructive impact of the SARS-CoV-2 coronavirus and their push for a more horizontally coordinated approach to urban affairs within the EU.
