ABSTRACT

The chapter addresses the issue of the actions taken by the European Union (EU) to counteract the destructive effects of the spread of the SARS-CoV-2 coronavirus on the functioning of cities and towns. Its main goal is to comprehensively illustrate the most important instruments that the EU has dedicated to the ‘fight’ against the crisis at the urban level. The first part of the chapter consists of an analysis of the conditions for the preparation of these instruments. The second part presents the EU's efforts to create and implement the instruments during the Covid-19 pandemic itself. The same character is given to the discussion of the EU instruments dedicated to the post-pandemic recovery, which is presented in the third part of the chapter. The last, fourth part is of key importance for achieving the research objective, which is an attempt to assess the efficiency and effectiveness of the instruments in question.
