ABSTRACT

This chapter delves into the complexities of cyber diplomacy, analysing its distinctive characteristics, processes, stakeholders, and its significance within Latvian foreign policy. By dissecting the essential elements of Latvian cyber diplomacy, this study illuminates the driving forces behind emerging initiatives and activities. It provides insights into the subtle nuances and defining aspects of Latvian cyber diplomacy, addressing crucial questions concerning its nature and role. Through an examination of the evolving landscape of cyberspace, Latvia’s diplomatic approaches to tackle cyber challenges, and the implementation of cyber diplomacy within regional and global frameworks, including issues related to attribution and sanctions, this chapter employs retrospective analysis. Through this approach, the study facilitates a deeper understanding of Latvian cyber diplomacy activities across global, regional, and bilateral political formats. Consequently, it sheds light on the multifaceted accomplishments and challenges of cyber diplomacy within the contemporary diplomatic discourse.
