ABSTRACT

This chapter delves into the interaction between humans and artificial intelligence (AI) in the context of migration, examining how AI can either support or undermine fairness. It identifies three key dimensions: AI’s functional contributions to supporting policy decisions and fair migration, concerns regarding AI correctness and biases, and the robustness of AI to hallucinations and disinformation about migration. Moreover, this chapter provides preliminary guidelines for designing responsible AI systems for supporting fair policy decisions about migration. The chapter explores the role of generative language models (GLMs) in the migration domain, where they perform tasks such as explaining legal aspects to asylum seekers, processing visa applications and generating policy summaries. Given the sensitivity of migration-related information, ensuring the factual, legal and linguistic correctness of GLM outputs is both an ethical and operational necessity. The chapter also addresses the prevalent problem of misinformation in migration discourse, presenting AI methodologies to counteract false narratives and protect public trust. Through examining AI techniques and ethical challenges, this chapter highlights AI’s potential to detect and counter misinformation, ultimately advocating for robust governance frameworks. Conclusively, the chapter finds that AI, when transparently and ethically designed, can play a significant role in enhancing fair migration decision-making and supporting fair migration.
