ABSTRACT

This chapter delves into the governance architecture of the education sector, focusing on the information and data regime maintained by the Ministry of Education (MoE) and state education departments. It examines the evolution, purpose, quality, and utilisation of data systems in enhancing school quality and learning outcomes.

The effectiveness of monitoring, planning, and policymaking in education hinges upon robust data systems. The chapter highlights the significance of understanding the purpose and usage of data sets and the quality of data in governance processes. It emphasises the need for strengthening data collection processes and ensuring data quality to inform evidence-based decision-making.

Through a multi-faceted analysis, the chapter scrutinises the purpose, quality, and utilisation of data within the MoE and state education departments. It identifies anomalies in data utilisation and highlights the imperative of enhancing data collection processes and quality. In addition, the paper explores the role of non-governmental data sources in complementing government systems and addresses broader concerns of data neutrality, verification, and public validity.

This analysis contributes to understanding the intricacies of data governance in the education sector, shedding light on areas for improvement in data collection, utilisation, and transparency. By emphasising the importance of authentic and reliable data, the paper informs policy discussions to enhance the effectiveness of education governance.

Looking ahead, this work advocates for measures to strengthen data governance practices, including enhanced transparency, verification mechanisms, and public scrutiny.
