ABSTRACT

This chapter advances an institutionally grounded and systems-oriented framework for rural transformation in India. It contends that enduring transformation necessitates a shift from siloed, technocratic interventions to context-sensitive, inclusive, and reflexive institutional architectures. Drawing on Ostrom’s Institutional Analysis and Development framework, collaborative governance, and adaptive systems thinking, it conceptualises institutions as dynamic sites of co-production, ethical negotiation, and ecological stewardship. Through empirical illustrations and governance innovations such as Rural Governance Innovation Labs, Rural Entrepreneurship Centres, and Integrated Rural Sustainability Hubs, the chapter demonstrates how place-based institutional ecosystems can enable deliberation, resilience, and justice. It argues that institutionalising transformation—anchored in participation, polycentricity, and reflexivity—is essential to forging sustainable futures. As India approaches its centenary of independence, the chapter calls for recalibrating rural governance as a central pathway to equitable and sustainable development.
