ABSTRACT

The conceptual framework for social development encompasses a broad set of principles, theories, and approaches aimed at improving the well-being and quality of life of individuals and communities. It provides a structured way of understanding and addressing the complex and interconnected factors that contribute to social progress and human well-being. Within this framework, a ‘multi-dimensional poverty index’ (MPI) serves as a crucial tool for measuring and assessing poverty beyond income-based metrics, because it considers various dimensions of deprivation and inequality as well.

In this chapter, we offer an expansive conceptual framework that illuminates the intricate dynamics of social development, with a focus on the MPI and its far-reaching implications. We aim to give a thorough exploration of the manifold dimensions of poverty, analysing the strides taken towards their alleviation.

Central to this comprehensive analysis is an in-depth examination of the flagship programmes of the Government of India and their profound effect on elevating living standards and fostering social progress in the country. These initiatives serve as linchpins in addressing a wide spectrum of socio-economic disparities, spanning from healthcare accessibility and educational opportunities to livelihood enhancement and the promotion of social inclusivity.

Moreover, we attempt to present a thorough scrutiny of the institutional frameworks forged through these governmental endeavours and their pivotal role in propelling societal advancement and change. These institutional systems stand as significant conduits for the delivery of essential services, the execution of progressive policies, and the empowerment of marginalised communities. Nonetheless, our analysis also examines the hurdles stemming from the juxtaposition of traditional establishments, entrenched with vested interests, to modern institutional paradigms. This situation has often engendered discord and imposed constraints on the efficacious operation of institutions, impeding the realisation of overarching developmental objectives. In grappling with these insurmountable challenges in accessing developmental goals by the state, we chart a vision and strategy that champions a multi-faceted strategy for nurturing social development. This strategy will underscore the intrinsic interconnectedness of myriad social issues, advocating for holistic interventions that target underlying root causes rather than merely address surface-level symptoms.

Our aim was also to understand the deterrents widening the gap in access to services and programmes. Crucially, the narrative will underscore the imperative for policy coherence, robust stakeholder engagement, capacity-building initiatives, and innovative solutions harnessing the power of technology and community involvement. An academic inquiry may be conducted on the gendered, exclusionary barriers and entrenched social norms affecting the flagship programmes and public systems designed for social development.

By adopting such a holistic approach, policymakers can cultivate an environment conducive to inclusive development, thereby paving the way for the equitable flourishing of all segments of society. Ultimately, we want to underscore the importance of adopting a nuanced understanding of social development and implementing strategies. Multiple programmes move in a parallel direction and create cleavages in public system delivery due to biased notions perpetuating inequalities and disparities. Convergence of programmes needs to be enforced to achieve parity on the human development index. Designing innovative programmes and practices to transform normative behaviour through education and technology would have to be promoted.
