ABSTRACT
This chapter examines how Kenya’s COVID-19 response relied on close collaboration between technology firms and security agencies, resulting in widespread surveillance and data gathering. While effective in controlling the health crisis, these actions raised serious legal and ethical concerns, particularly for vulnerable groups, and diminished the role of healthcare professionals. Many of these digital surveillance practices persist beyond the pandemic. Mutung’u calls for renewed focus on healthcare expertise and community involvement in managing current and future health emergencies.
