ABSTRACT
This chapter looks into phenomena of datafied public policies and potential sector transgressions in the context of COVID-19 response in Brazil. It is derived from a larger research project by Data Privacy Brasil, titled Viral Data, conducted in 2020 and 2021, which investigated the landscape of data-driven technologies adopted by Brazilian governments at all levels under the guise of combating the spread of the disease. While seeking to paint a comprehensive picture of such phenomena at the time, the research provided valuable information into the actors (developers and suppliers, public and private) involved in such arrangements and enabled further studies from a perspective of sector transgressions. The chapter includes a brief overview of the quantitative results of the research, followed by a deep dive into the case of one particular Brazilian company, Incognia.
