ABSTRACT
State and societal resilience to threats has become a key element of Ukraine’s post-2014 security strategy. The aim of this chapter is to present and analyse the steps taken after 2014 to build resilience, primarily in the military dimension. The legal basis for building resilience, primarily the Law on the Foundations of National Resistance, is presented. The author discusses building resilience in the military sphere, including cooperation with NATO and the construction of Ukraine’s modern armed forces. The structure and tasks of territorial defence will be presented. The preparation of Ukrainian society to resist the threats of armed conflict will be analysed. The role of civil society in building resilience is discussed. The chapter is complemented with conclusions on the resilience system after the outbreak of the Russian–Ukrainian war in 2022, including the functioning of armed and non-armed resistance. Theoretical methods, such as analysis, synthesis, and inference based on available sources, including documents and legislation, media information, online sources, specialised press, reports, and academic studies, are used to achieve the adopted objective.
