ABSTRACT
This chapter presents the key findings of a study on the Massachusetts healthcare labor market crisis, focusing on challenges faced by U-born, foreign-born, and Indian workers. Using secondary data sources—including reports, government statistics, and previous studies—it highlights workforce disparities and talent shortages, particularly the shortage of nurses in the state. The chapter employs the labor market discrimination theoretical framework in analyzing the causes and impact of the crisis on patient care. The study emphasizes the role of foreign-born talent, including Indian-born workers, in addressing these shortages and the importance of recognizing international credentials to enable gainful employment for unemployed and underemployed immigrants. It concludes with policy recommendations to strengthen Massachusetts’ healthcare workforce by leveraging foreign-born talent.
