ABSTRACT
This chapter describes how aggressors and targeted states interact in a context of mutual dependency. The key question is how hybrid threats can be mitigated? Deducing knowledge from the previous 16 chapters, a hybrid threat response model is proposed. By combining three lines of operations, strategic planning, operational execution, and knowledge development, the chapter explains how a circular and continuous interplay between these three activities may strengthen the targeted state’s resilience. As the aggressor’s target list aims to undermine public trust, confidence, and national cohesion, the model emphasizes three mutual reinforcing activities. First, governmental policies that are directed towards its citizens in the planning phase. Second, an executive system that emphasizes common situation awareness and continuous response adjustments. Third, a knowledge development culture embracing systematic response evaluation and broad-scale competence building.
