ABSTRACT

This chapter illuminates how hybrid threats call for a broad range of countermeasures to build national resilience. We elaborate on the challenges of identifying, assessing, and prioritizing threats and risks. In the context of the hybrid Russian-Ukrainian War, Ukraine has searched for ways to resist the aggressor, adapt to changes in the security environment, maintain sustainable functioning, and quickly recover to the desired balance of functioning in the face of war. This chapter scrutinizes plausible approaches to improve Ukraine’s national resilience based on experience from the war. What can a national resilience system look like, and how can it be adapted to the broad range of hybrid techniques employed by Russian authorities? The analysis builds upon a Ukrainian case study with rich empirical material from more than 30 different oral and written sources.
