ABSTRACT
Program theories are widely used in evaluation. The purpose of this essay is to make the case that programme theories can be a useful tool toward promoting equity and transformative change in an evaluation. Toward this end, the foundational aspects of our programme theories will have to be transformed. This includes rethinking the purpose of developing programme theories (the why), how and for whom we develop programme theories, and what we focus on in our programme theories (the what).
