ABSTRACT

This chapter looks at how legal changes and the legal landscape can help support education in crisis along with an analysis of the challenges to execution of the right to education during crisis times, namely the war in Ukraine. The chapter analyses precise changes in legal regulations in Ukraine that have been issued to help educational institutions to adjust to crisis times and to support human capital development despite all the challenges that the population of Ukraine faces. It is stated that the education system in Ukraine is flexible and oriented towards implementing international legal norms and standards, it manages to adjust to rough geopolitical factors and remain operational. However, as the situation constantly changes, it is important to understand that the regulations change swiftly to support resilience of the sector and ensure that the right to education is safeguarded in any circumstances. It is argued that international collaboration plays a crucial role in sustaining and developing the education system in Ukraine during crisis.
