ABSTRACT

This chapter discusses disability services, in the context of welfare services and disability policy developments in Finland. We look at how the rights-based ideas are formulated in policy documents, focusing on disability services as a means to support the rights and living conditions of persons with disabilities and to enable social inclusion. The period in focus stretches from 2007 when Finland signed the United Nations Convention on the Rights of Persons with Disabilities and up until the end of 2021. This study discusses the result of a narrative review of data from a selection of policy documents produced by or for the Ministry of Social Affairs and Health. Inclusion as a theoretical concept guided our analysis. We find that equality in access to services and housing have been emphasized. Simultaneously the reforming of support and services for living independently and being included has progressed slowly.
