ABSTRACT

This chapter examines the construction of a regional security complex in the Lake Chad region. The contribution analyzes how Nigeria, Niger, Chad and Cameroon are working together to fight Boko Haram with the help of incentives such as aid, arms, intelligence sharing and training provided by key external actors. Focusing on recent initiatives developed by France and the U.S.A., the chapter examines more specifically how subregional states are reacting to the transnational threat posed by Boko Haram, and what impact the actions by external players are having upon inter-state cooperation to fight terrorism in Africa.
