ABSTRACT

Like other countries, the Democratic Republic of Congo (DR Congo) is experimenting with co-creation tools in its various sectors of activity. In the agricultural and rural sector in particular, an approach called in French "Conseil Agricole Rural de Gestion" (CARG, Agricultural Rural Management Council) was set up, bringing together public and private actors. The approach creates spaces for discussion, guidance and provision of agricultural and rural services to local communities. In the context of this approach, individual citizens are grouped according to the themes of activities that make up the CARG and make their respective contributions, materially or financially, to support the functioning of this framework. The chapter illustrates an example of co-creation and explains how the co-production initiative in DR Congo supports citizen empowerment. It focuses on the drivers or barriers for increasing citizen empowerment.
