ABSTRACT
This chapter focuses on the legal solutions proposed by citizens, with two objectives. The first is to disseminate citizens' views. The second is to reflect on citizens' active and fruitful engagement to draw lessons for both research and policy-making. The chapter explains the methodology used to organize the participatory events, and then presents the legal recommendations formulated by European citizens therein. It also talks about the lessons of privacy, security and surveillance drawn from citizens' direct involvement. After reflecting on the significance of citizens' approach for the trade-off model and the law, the chapter compares citizens' messages with the results of the SURveillance, PRIvacy and SEcurity (SurPRISE) project, and then moves onto discussing the lessons for research and policy-making. The chapter concludes by noting that the enthusiastic drafting of recommendations also suggests that direct consultation may prove useful in the face of problematic choices.
