ABSTRACT
Sweden has developed an approach in which the user of sexual services has been criminalized while ensuring that women and others in prostitution are not subjected to any sanctions. It was the first country to adopt such an approach. This chapter discusses the original ideas on which the approach is based, deals with the laws that have been made to give form to the approach, and presents its enforcement and effects in legal practice.
