ABSTRACT
This chapter assessed the extent and challenges of implementing, monitoring and evaluating climate change adaptation plans/strategies/policies at national and sub-national levels in Malawi and Mozambique. The assessment was based on a literature review and qualitative data from key informant interviews with key national and sub-national stakeholders. The desktop review focused on integrated climate change adaptation planning and policy documents from national government ministries/departments responsible for designing and implementing adaptation plans/strategies/policies. The results showed that the governments of Malawi and Mozambique, with the support of development partners, have extensively invested in national adaptation plans/strategies/policies. The national plans, strategies and policies highlight the importance of responding to the impacts of climate change and building adaptive capacity through transformational change to better prepare for future risks. Implementing adaptation priorities remains challenging despite the favourable national framework and adaptation plans/strategies/policies. The stakeholder engagements showed that the challenges affecting the implementation of climate change adaptation priorities/actions in national policies included the following: lack of financial and technical resources, implementation coordination challenges, and lack of awareness of the policy frameworks, especially at sub-national levels. The chapter recommends strengthening the translation of national climate change adaptation plans/strategies/policies into implementation, outputs and outcomes.
