ABSTRACT
This chapter outlines Singapore's distinctive approach to online safety regulation, focusing on how Singapore's media regulator – the Infocomm Media Development Authority (“IMDA”) has implemented and enforced measures to protect users from online harms. Using the “Dream, Design, Deliver” framework, the chapter outlines Singapore's vision for a safer online environment (Dream), its regulatory design – featuring ex-ante outcome-driven measures and ex-post powers tailored to Singapore's unique cultural and societal context (Design) – and its practical experience in operationalising online safety legislation and industry codes of practice (Deliver). Drawing from practical experience, the chapter demonstrates how IMDA works with online platforms to translate regulatory requirements into effective safeguards, focusing on collaboration and capacity building. Overall, the chapter aims to offer insights into how regulators can develop contextually appropriate approaches to online safety regulation.
