ABSTRACT
This study examines the collaboration between government and community efforts in South Tangerang Regency to combat COVID-19, focusing on factors influencing adherence to health protocols: predisposing (knowledge), enabling (accessibility), and reinforcing (law enforcement) elements. A methodologically rigorous cross-sectional survey using a stratified sampling approach was conducted in 2020 and 2021 across 13 Public Health Service areas to assess changes in compliance over time. The survey engaged 106 public health students and reached 5,326 households online in 2020 and 1,301 households in 2021. The findings revealed significant correlations between these factors and adherence to health protocols, with a marked decline in handwashing and mask-wearing practices from 2020 to 2021. Identified challenges included limited health literacy, cultural barriers, misinformation, and insufficient government oversight. The study underscores the need for culturally sensitive communication, targeted educational campaigns, and trust-building strategies to strengthen positive health behaviours. Integrating health and education initiatives is essential for supporting Sustainable Development Goals (SDGs) 3 (Good Health and Well-being) and 4 (Quality Education), fostering sustainable community impact and resilience during health crises.
