ABSTRACT

Artificial intelligence (AI) systems are becoming an important tool for enabling governments to operate more effectively than ever before. As the use of AI-based systems by governments continues to rise, so too does scholarly interest in the topic. However, most research to date on AI and the public sector takes place primarily within Western or European contexts, which leads to a strong bias in the literature, limiting its broader applicability in diverse global contexts. This chapter helps to address this issue by presenting new insight resulting from an exploratory case study conducted on an AI chatbot being implemented by and within the Rwandan public sector. The main contribution of this research is in identifying and discussing the unique challenges African public sector officials may encounter when attempting to implement or develop AI-based systems.
