ABSTRACT

In this chapter, I develop rational choice-institutionalist propositions about conflict between budgetary actors. The chapter is divided into two sections. The first briefly introduces Scharpf’s theoretical explanations of conflict in the policy process. The second will apply this framework to EU budgetary politics and derive a set of propositions.
