ABSTRACT

The VEIL project results indicate that it is a tiny set of factors that explain the variations of regulation, namely that the historically established relation between religion and state and normative traditions are major factors in determining the regulation of Muslim head covering. For instance, in Denmark it is the highly valued individual rights, in Austria it is the inclusive state-church relationship, in France and in Turkey it is the principle of secularism, which impact on framing and regulating the headscarf. This institutional matrix is informed by social science theories on institutionalism, resource mobilization, discursive policy analysis and gender theory. This ‘analytic matrix’ of the frame analysis included questions about who gets a voice or who has a standing in a policy document in order to identify who is involved in the construction of a frame and who supports this frame. The chapter also presents an overview of the key concepts discussed in this book.
