ABSTRACT

Interviews were conducted with thirty-five experts from the public sector, private sector and researchers in order to extract expert knowledge regarding the adoption of public-private partnership (PPP) from different perspectives in Hong Kong and Australia. The findings from the interviews were analysed according to the perspectives of the public sector, private sector and researchers. This finding showed that irrespective of geographical locations the interviewees tended to conduct other research besides case studies on PPP. This finding is probably because the private sector tends to follow the guidelines of their client in the public sector, hence there is no need for them to derive their own guidance materials. This chapter summarises the views of experienced practitioners from the public sector, private sector and renowned researchers from Hong Kong and Australia. In Australia ‘Transfer of risks’ was also mentioned twice by the interviewees. Risk is probably the most extensively studied aspect of the PPP method.
