ABSTRACT
As the practicing planner pursues the process of planned change inherent in the ALERT Model, it is important to monitor progress on the implementation of the content goals that will have evolved from the planning. It also is critical to monitor the status of the community’s mindset change and improvement of governance among the region’s stakeholders. Similarly, the investments in, and resultant outcomes of human capital development, the development of an enterprise culture, and the reduction of economic disparities across the region all need to be assessed regularly.
