ABSTRACT

Relational theory encompasses both behavioral relations and processes over time. The Program Planning Model (PPM) is an empirically tested program planning and policy planning-process method that is compatible with relational theory (Van de Ven, and Koenig, Jr Spring-Summer 1976). One of its principal values is its effectiveness in breaking down complex policy and programmatic processes into understandable and actionable stages such that specialized actors may perform their stage-specific specialized roles. PPM facilitates a sequenced and iterative division of labor, assigned by phase, throughout a relational planned-change process through time.
