Organisational structure and funding Leicester City Council established a European office within its Environment and Development Division in 1994. The office consisted of a European officer (funded jointly with Leicestershire Training and Enterprise Council) whose time was divided between the City Council and the Training and Enterprise Council. A European strategy was drafted, in partnership with Leicestershire Training and Enterprise Council, to inform and guide the work of the European office, and this strategy takes a broad view of Europe; it is not concerned solely with finance issues but considers social, economic and environmental policy and practice issues. The European office has performed a number of functions:
