ABSTRACT
This chapter will explain the purposes and means of UN sanctions, as well as their impact and effectiveness. The UN sanctions were designed to be “targeted sanctions,” which may not be fully effective in changing the behavior of the target state; thus, it is important to employ them in combination with UN and unilateral sanctions. It is also important to have an implementation mechanism, such as a Panel of Experts, to make sure that there are no loopholes. From the experience of imposing sanctions on Iran, it can be observed that the domestic political system, which has the potential to change the political leadership, was the key to successful and effective sanctions. It is also true that the commitment and coordination of the major powers, particularly the United States, is the key to implementing successful sanctions.
