ABSTRACT

This chapter examines the government/non-profits relations in human services in China, and provides a brief historical review of the government/non-profits relations in China. It presents a broad overview of the definition and classification of Chinese non-profit organizations and the diverse types of institutions that belong to this sector. The chapter describes Non-profit organisations (NPO) involved in the provision of human services and their relations with the Chinese government. It highlights the fairly dramatic shifts that have occurred as the state seeks to adjust to the significant contributions that NPOs are making, while struggling to retain a degree of control over them. The chapter analyses the government/non-profits relationship through the lens of the “tools approach”, noting the variety of tools through which government now connects to the non-profit sector. It summarises the key characteristics of this “dependent interdependence” in government/non-profits relationships. The chapter concludes with the observations together and ventures some projections on the future course of government/non-profits relations in China.
