ABSTRACT
This chapter provides a framework by which potential sources of funds can be evaluated and contextualized to a broader set of goals. Moving from the project scale to the portfolio scale, this framework provides a range of evaluation criteria for assessing the feasibility and desirability of various types of funding and financing products, services, conduits and models. This chapter provides insight into how local and state actors can optimize their efforts and minimize the costs of obtaining and combining different types of funding and financing models.
