ABSTRACT
This chapter provides an overview of the legal and institutional context. In undertaking this task, the chapter examines the anticorruption legislation in Uzbekistan—that is, the laws, regulations, and bylaws (decrees, orders, resolutions, decisions, etc.)—alongside specific policies, programmes, initiatives, and institutional developments, covering legislative developments between 1991 and 2023. This analysis of the ‘law in books’ legal environment helps contextualise the diverse interpretations, applications, and experiences of the law by many actors (law in action), which will be discussed in the empirical chapters presented later in this book. In so doing, the chapter aims to equip the reader with a contextual lens which will be instructive in understanding how different actors interpret, experience, and negotiate laws and legal changes in everyday life.
