ABSTRACT

This chapter discusses the findings of the study and provides some conclusive recommendations. In particular, four key aspects are considered here. Firstly, honour-based violence and forced marriages in the migration context are interpreted as the result of a norm conflict. Secondly, the approaches adopted by European states in this field, including the ad hoc criminalisation and increasing punitiveness towards these crimes, are assessed and the risk of stigmatisation towards certain immigrant communities is raised. Thirdly, the programmes analysed in the previous chapters are examined in light of the theory of procedural justice and aspects of trust and legitimacy are highlighted. Fourthly, problems related to the principle of the rule of law in contexts of normative plurality are presented and an interpretation of how the mentioned programmes could contribute to reconciling diversity and the principle of the rule of law is provided. The final part of the chapter presents some recommendations for the institutionalisation of a state‒community cooperation model to combat honour-based violence and forced marriages.
