ABSTRACT

The International Covenant on Civil and Political Rights (ICCPR) was adopted by the international community in 1966 together with its twin, the International Covenant on Economic Social and Cultural Rights. Both instruments have their foundation in the historic Universal Declaration of Human Rights, adopted by the international community in 1948 in the aftermath of World War II, all of which have their origins in the UN Charter itself. The Human Rights Committee is established under Article 28 of the ICCPR which provides that “there shall be established a Human Rights Committee” consisting of 18 members of high moral character with recognized competence in human rights who are elected to serve in their personal capacity. The Committee is required to submit, through the Economic and Social Council, an annual report on its activities to the UNGA.
