ABSTRACT
This chapter finds that in the anti-hydropower movement peaking in the 2000s, ENGOs played a decisive role. Taking anti-dam as their branding activism, many ENGOs fully exploited the fragmentation in policymaking and implementation. Yet the characteristics of environmental knowledge-making and the expansion of environmental science should also be counted if we want to understand why there is a concentrated anti-dam movement in contemporary China.
