ABSTRACT
Chapter 3 seeks to identify a set of strategies that can move us toward all of the goals identified in chapter 2. We draw heavily on historical experience throughout. As with goals, we seek strategies that can potentially appeal to most people. We encourage creativity. As in chapter 2, this chapter begins by discussing how to go about identifying such strategies. We are able to identify plausible strategies for achieving each of the goals outlined in chapter 2. We close the chapter by discussing complementarities among strategies. We have carefully chosen strategies that work toward the achievement of multiple goals. There are some conflicts that need to be addressed but these are manageable.
