ABSTRACT
This chapter takes what has been learnt in previous chapters in terms of social policy, fundamental rights, EU constitutional objectives and competencies to formulate new theories of EU law. Specifically, this chapter discusses the possibility to adopt a Framework Directive on Minimum Income, a Framework Directive on Minimum Wages, a Framework Directive on Social Protection and a Directive on Minimum Requirements in the context of a European Unemployment Benefit Scheme. Before diving into each instrument this chapter provides the rationale for EU intervention in these areas through the operationalisation of the European Pillar of Social Rights. This chapter also provides a number of general remarks regarding the notions of adequacy, coverage and take-up that apply to all proposals. The last section concludes.
