ABSTRACT

A new development paradigm is outlined with an emphasis on defining local vs. outsider roles. At the local or national level, the concepts of universal and institutional entrepreneurs are offered with narrative examples. The localization agenda whereby foreign and outside development actors take seriously the leadership roles of local civil society and NGO think tank actors is cited and expanded to reimagine power dynamics in international aid and development. As an example of localization, the ten-year Think Tank Initiative is reviewed, and opportunities and challenges are explored.
