ABSTRACT

In this chapter we place growing up with relatives in a Norwegian context. An historical overview will provide an understanding of the origin of the established, or “given”, categories. Here we go back to the 1900s and follow the development from the very first child welfare act (Vergerådsloven) until today. We will illustrate some features of the development which have been vital for the understanding of how and by whom the care of children should be undertaken, right up until the incorporation of kinship care as a category in care interventions by the CWS. Our sources for this chapter include authors from different disciplines who have shone a light on a range of topics and periods in the history of the Norwegian CWS.
