ABSTRACT
The impact of the COVID-19 pandemic is discussed in this chapter to provide context for the multilateral initiatives that followed, and which are described in the next chapter. The financial and, perhaps even more tangentially important, non-financial effects of the pandemic are described to paint the truest picture of why the ‘credit rating impasse’ is so effectual upon the vulnerable.
