ABSTRACT
The second element of the plan of action is advanced here, in that a legal consideration is put forward. The chapter discusses the legal framework that surrounds and constrains the credit rating agencies, and the relevant elements that would need to be reconsidered by legislators and regulators in order for the plan of action to be implemented, together with relevant discussion.
