ABSTRACT

This chapter develops participatory procedures, which enable communities to materialize self-governing. It proposes a variety of procedures connecting practices of will-formation as well as procedures connecting will-formation with decision-making. Not every political issue must be decided via complex participatory procedures—this would lead to awful overburdening of citizens. Therefore, this chapter suggests differentiating between different legislative subjects with different levels of complexity and salience—from constitution-building to non-salient policy issues. The proposed procedures are, as repeatedly mentioned throughout this book, suggestions, which might be changed, altered or mixed. When this chapter inspires citizens and communities to deliberate on how to reshape their democracy, it has served its purpose.
