ABSTRACT

Chapter 2 introduces the empirical case study of the 1992 UN Convention on Biological Diversity and outlines its evolution. The research reveals four ongoing challenges for the CBD to achieve interactive law: (1) agreeing on interactive goals and targets (Chapter 3), (2) understanding the role of secretariats (Chapter 4), (3) adopting effective systems of accountability (Chapter 5), and (4) effective implementation (Chapter 6). The challenges faced are argued to be relevant to other international environmental laws and policies, including the UN Framework on Climate Change and the Sustainable Development Goals. The three case studies are used throughout the book to illustrate the application of interactive law, and each challenge forms the subject of more in-depth analysis in subsequent chapters.
