ABSTRACT

This chapter presents the conceptual framework for the book. It commences with the definitions of private supplementary tutoring and allied terms, and by defining the parameters of study. The chapter then stresses the need to “think beyond the box” of schooling because private tutoring has different characteristics and thus requires different types of policy management. Thirdly, the chapter focuses on market dynamics in the distinct settings of private tutoring. These remarks lead finally to a five-dimensional model that operates as a framework for subsequent presentation and analysis in the book.
