ABSTRACT

In 1998, the IWG Secretariat moved to Canada, co-Chaired by Sue Neill, who worked for the Canadian government but also had a background as an athlete and academic. There were challenging domestic and international relations during this period, but it also provided the foundations for strong partnerships, which would bear fruit during later IWG Secretariats. In particular, discussions with UNESCO regarding a proposed International Observatory ultimately led to the creation of a Global Observatory for Gender Equality and Sport. The Secretariat culminated with a conference in Montreal in 2002 and the publication of the Montreal Tool Kit, which contains resources and practical guidance for different areas of change to progress the agenda for women and sport.
