ABSTRACT
This chapter presents city authorities as the initiator and coordinator of the implementation of smart city solutions. City participation in the process of planning, organizing and controlling the creation of smart technological, social, economic and environmental solutions is described. Then, the strategy of cities’ development in Central and Eastern Europe is reviewed in terms of including the Smart City concept in them.
