ABSTRACT

In this short chapter, we outline how regulation, encompassing policies and legislation at international, regional and national levels, is defined and scoped as an introduction to Chapters 4–6. The overview focuses on the most central regulations and initiatives addressing anti-gender hate speech, though it does not aim to be exhaustive.

A recurring issue explored throughout the book is the fragmentation of actions taken to counteract anti-gender hate speech. This fragmentation poses challenges both in locating relevant policies and legislation and in presenting a comprehensive picture. Our aim has been to include key regulations, as well as examples that address hate speech on other grounds, to highlight the varied approaches across different contexts.

The chapter sets the stage for analysing how anti-gender hate speech is managed within the broader fields of gender equality, freedom of expression, and criminal law, while exposing the gaps and inconsistencies that persist.
